Urbanisme et olympisme : le cas d'Athènes
Complexe olympique Spyrídon-Loúis
J'ai eu la chance de découvrir la Grèce il y a 11 ans, à l'occasion des Jeux Olympiques de 2004 à Athènes. Tout était alors flambant neuf. Ces jours-ci, j'ai pu revenir et parcourir les lieux de nouveau, notamment le complexe olympique Spyrídon-Loúis. Une visite marquante dont je publie ici un reportage photo le plus complet possible.
Dessiné par l'architecte espagnol Santiago Calatrava Valls, le complexe est situé à Maroussis au Nord-Est d'Athènes et s'étend sur environ 130 hectares. Il comprend :
- Le stade olympique Spyrídon Loúis (72 000 places) ;
- Le vélodrome olympique (5 250 places) ;
- La piscine olympique extérieure (10 000 places) et ses bassins annexes ;
- Le centre olympique de tennis (8 000 places) et ses 17 courts annexes) ;
- Le centre olympique aquatique (plongeon, natation, natation synchronisée et water polo) ;
- Le gymnase olympique (gymnastique, basket-ball) ;
- Un centre de tir à l'arc ;
- Deux stades d'entraînement ;
- Des billetteries ;
- Deux arches d'entrée ;
- Une station de métro (station Irini de la ligne 1) ;
- Des parkings ;
- Des espaces verts et espaces publics, dont une arche blanche de 300m, « l'Agora » ;
- Des bassins et fontaines d'agrément.
Le chantier s'est étalé de 1997 à 2004, sur un site qui était déjà occupé par des infrastructures sportives. Le stade a par exemple été entièrement rénové et surplombé d'un toit futuriste.
Lors des Jeux Olympiques d'Athènes en 2004, le complexe Spyrídon-Loúis était le principal site d'accueil des épreuves. Les autres sites étaient respectivement Helliniko, Faliro, Agios Kosmas, Markopoulo, le stade panathénaïque d'Athènes, le quartier de l'Acropole, Olympie ou encore le Mont Parnès.
Sous l'effet de la crise économique, le site est désormais quasiment laissé à l'abandon malgré la présence de quelques gardiens et promeneurs. Les piscines sont réutilisées comme centre aquatique grand public, le stade olympique est réutilisé une fois tous les 15 jours par l'un des trois clubs de football d'Athènes (l'AEK) tandis que le vélodrome accueille toujours quelques petites compétitions.
Les espaces publics, généreux, sont en piteux état. La plupart des bâtiments dépérissent, il y a des vols et des dégradations diverses, et les structurent prennent l'eau. Le blanc laisse la place à la rouille et les espaces verts n'en sont plus depuis longtemps. Ici et là, des structures provisoires des olympiades de 2004 sont entassées à l'air libre, au détour d'une haie.
Les concepteurs et promoteurs du projet ont vraisemblablement vu trop grand et ont sous-estimé les coûts d'exploitation post-olympiades. Il y a des leçons à tirer pour les prochaines éditions, en s'appuyant peut-être sur le « bon » exemple londonien en la matière. En revanche pour la capitale grecque, l'héritage urbain est catastrophique avec cet ilot abandonné cerclé de voies rapides.
Cette visite est marquante lorsqu'on connaît l'effort consenti par les grecs pour accueillir les Jeux Olympiques. Onze ans après, la fête est belle et bien finie.
La question est posée : que faire pour restructurer le site à faible coût et éviter qu'il ne devienne peu à peu un no man's land ?

Et là, ce n'est "que" le complexe Spyrídon-Loúis. On pourrait aussi parler de l'ancien aéroport de la ville, qui fut partiellement réutilisé pour accueillir les stades de base ball pour les J.O.. Stades qui sont aujourd'hui à l'abandon. (Et, à la différence de bien d'autres sports, il y a peu de chance pour que le base ball nécessite encore de tels gradins dans une ville d'Europe...)

Effectivement, le complexe Spyrídon-Loúis est pour l'heure le mieux conservé. Le centre d'Hellenico, situé en partie sur l'ancien aéroport d'Athènes, est en ruine. Et pour cause, des infrastructures d'envergure mondiale pour le softball ne répondent à aucun besoin.
Le village olympique est apparemment lui aussi en mauvais état, du moins les espaces publics et ce qui n'a pas été revendu.

J'y verrais bien simplement des logements, en conservant les infrastructures sportives et les belles arches.
Je me dis que même si les équipements sont sous utilisés, c'est quand même dommage de s'en priver.
Ou sinon, il faudrait que l'agglo fasse le point sur lesquels ne sont pas nécessaire.
Dans tous les cas, l'espace public est démesuré.
Un rapide essai sur Paint où j'ai juste pris une emprise minimum ^^ :
En rouge, de belles résidences 5 ou 6 étages
En rose, de petits collectifs ou hab. indiv.
Certains équipements pourraient être vendus à des clubs privés.
Pas très ambitieux me diront certains. Oui. Mais pas cher et efficace.
