Architecte belge d'abord installé à Loos, puis à Lille (France). L'une de ses adresses connues était le 14, place Cormontaigne à Lille.

Après la Seconde Guerre mondiale, il fut architecte de la reconstruction (n° d'agrément : 4471).

Il ne doit pas être confondu avec l'architecte Alphonse Stevens (1866-1944) installé à Louvain (Belgique).
